Short Description
This program provides funds for the rehabilitation, replacement, or construction of bridges on the township highway system greater than 20 feet. The funds are from the state portion of the Motor Fuel Tax Fund and subject to rescission after 48 months. GATA processes apply when the funding and expenditures are not controlled and overseen by IDOT and when funding and expenditures are let at the local level, however, there are specific exceptions to the NOFO*, uniform application and merit based review because awards are formula driven; an exception from GATA processes when the funding and expenditures are controlled and overseen by IDOT (funds do not leave the agency). Exceptions approved 01/09/2017.

Objectives and Goals
The objective of this program is to provide eligible townships with funding to rehabilitate, replace, or construct bridges greater than 20 feet. Another objective of the program is to remove bridges from the structurally deficient or functionally obsolete list by rehabilitation or replacement.

Uses and Restrictions
For every $4 of State TBP funds used, $1 of local funds must be committed to the project. Local funds are defined as any other source of funds available to the township / road district other than federal and State funds that have been appropriated through IDOT.
Eligibility Requirements
The funds may only be used by townships to rehabilitate, replace, or construct bridges that are greater than 20 feet in length. Townships must levy the appropriate taxes according to 605 ILCS 5/6-501, 605 ILCS 5/6-508, and 605 ILCS 5/6-512.

Application and Award Processing
Funds appropriated to IDOT for this Program are apportioned to the counties in the same manner as Motor Fuel Tax (MFT) revenues for the use by townships / road districts. Each county will subsequently allocate these funds to all eligible townships / road districts in that county. The allocation to the townships / road districts will be made in the same manner and be subject to the same conditions as are MFT revenues allocated for use of the township / road district. Counties are notified of the apportionment and dates of the annual award through a Department Circular Letter.
Assistance Consideration
Funds apportioned but not obligated by the township within 48 months of the date when the apportionment is made, will lapse. Funds that have lapsed will not be available to the county treasurer for use by the township / road district but, instead, will be deposited in the Road Fund for use with the Township Bridge Lapse Pool.
