Short Description
The State Matching Assistance Program is designed to assist counties in matching federal
funds when the county cannot derive sufficient matching funds from local taxation. GATA processes apply when the funding and expenditures are not controlled and overseen by IDOT and when funding and expenditures are let at the local level, however, there are specific exceptions to the NOFO*, uniform application and merit based review because awards are formula driven.

Objectives and Goals
The State Matching Assistance Program is designed to assist counties in matching federal funds when the county cannot derive sufficient matching funds from local taxation. Counties receive a Surface Transportation Program Rural (STR) allotment that may be used to fund up to 80% of eligible highway project costs. Some counties do not have a sufficient tax base to generate the local funds needed for the match (20%).

Eligibility Requirements
The program funding is only available to counties. The county must levy a federal aid matching tax of at least 0.45 percent to be eligible for the program, and at least 0.50 percent to be eligible for a full allotment.

This program is distributed by formula to qualifying counties. The UIGA is only required if project is locally let.
Assistance Consideration
The maximum assistance amount for each county is established as the difference between the amount required to match the county’s STR allotment using a computer-generated Federal/local matching ratio and the funds generated by the county’s Federal-aid matching tax. This matching ratio is variable each year and is generated to result in the use of the entire State Matching Assistance amount. All counties with a shortfall under this formula receive full funding of the shortfall.
