Uses and Restrictions
To update/upgrade current kitchen equipment to increase food quality, food safety, energy, efficiency, and/or student participation in meal programs. Capital expenditures for general purpose equipment, buildings, and land are considered unallowable. Capital expenditures are expenditures for the acquisition cost of capital assets (equipment, buildings, land) or expenditures to make improvements to capital assets that materially increase their value or useful life. ‘‘General purpose equipment’’ is equipment that is not limited to research, medical, scientific, or other technical activities. Examples include office equipment and furnishings, modular offices, telephone networks, information technology equipment and systems, air conditioning equipment, reproduction and printing equipment, and motor vehicles.
Eligibility Requirements
Public schools, nonpublic schools that are nonprofit and registered with the Illinois State Board of Education (ISBE), or residential child care institutions are eligible.

Application and Award Processing
When funds are announced, a U.S. Department of Agriculture (USDA)-approved RFP is issued. Sponsors in the NSLP are given 30-45 days to apply from date of RFP release. Scoring rubric is provided. All sponsors of the NSLP are eligible to apply with priority given to schools: 1) with higher percentages of free and reduced-price eligibility, 2) that did not previously receive an equipment assistance grant, 3) that demonstrate high need, 4) that demonstrate how funds will improve quality of school meals, 5) that commit to adopting smarter lunchroom strategies, 6) that participate in the School Breakfast Program, and 7) are self-operating/self-prep and/or satellite meals to other school in NSLP. Applications are then ranked highest to lowest scoring and funds are distributed starting with highest score downward until funds are exhausted.

Post Assistance Requirements
Quarterly Progress Reports are due to USDA. Financial Status Reports (FNS-77 or FNS-425) due quarterly. Reviews are performed in conjunction with scheduled Coordinated Reviews (CR) of NSLP regulations. Documentation must be maintained on file at the site or the SFA office for the current year, plus three years prior. In the case of an audit or investigation that extends beyond the three years plus current year, documents must be kept until the audit or investigation is completed.
