Short Description
Issue 95% of WIC FMNP checks to eligible participants during the FMNP season.

(a) The Federal awarding agency must notify the public of Federal programs in the Catalog of Federal Domestic Assistance (CFDA), maintained by the General Services Administration (GSA).

(1) The CFDA, or any OMB-designated replacement, is the single, authoritative, government-wide comprehensive source of Federal financial assistance program information produced by the executive branch of the Federal Government.

(2) The information that the Federal awarding agency must submit to GSA for approval by OMB is listed in paragraph (b) of this section. GSA must prescribe the format for the submission.

(3) The Federal awarding agency may not award Federal financial assistance without assigning it to a program that has been included in the CFDA as required in this section unless there are exigent circumstances requiring otherwise, such as timing requirements imposed by statute.

Congress enacted the WIC Farmers' Market Nutrition Act of 1992 (P.L. 102-314) within the United States Department of Agriculture (USDA), Food and Nutrition Services (FNS).
Objectives and Goals
WIC Farmers’ Market Nutrition Program promotes the routine consumption of locally grown fruits, vegetables and herbs as a part of the daily diet through client issued coupons. Purchases make by the WIC client using coupons increases farmer’s sales at farmers’ markets.

The IL Department of Human Services staff and facilities are not used to provide direction client services for the WIC Farmers’ Market Nutrition Program (FMNP). Direct client services for this program are provided by the WIC health departments and clinics in 34 counties throughout the state.
Eligibility Requirements
This FY17 funding opportunity is limited to those public or private, not-for-profit community-based agencies who currently receive funding from the Illinois Department of Human Services, Division of Family and Community Services for the implementation of WIC Farmers' Market Nutrition Program, described herein, AND continue to meet the additional eligibility criteria below. Failure to provide the requested information as outlined in the NOFO to demonstrate these criteria are met will result in the application being removed from funding consideration.

Eligible applicants may ONLY request funding to serve the service area for which they were awarded funding in FY2016. In NO case will more than one application be funded to serve the same service area.

The selected provider must be in a position to begin providing services on July 1, 2016 at 12:01 a.m.

Providers administering the WIC Farmers' Market Nutrition Program must administer the Special Supplemental Nutrition Program for Women, Infants and Children and adhere to all guidelines and definitions developed by the United State Department of Agriculture, Food and Nutrition Services, in the Federal Register Part III, 7 CFR Part 248.
