Uses and Restrictions
Funds are used to support approved grant activities to increase education engagement of eligible students such as: salaries and other fixed costs for certified personnel, supportive, and clerical staff; equipment, materials, and supplies; audits of the grants; custodial services and utilities directly attributable to grant functions; subcontracts for services that cannot be provided by the continuing staff; travel expenses for personnel to carry out grant functions; maintenance and repair of equipment purchased with grant funds; administrative costs that are reasonable based upon the scope of the project; reimbursement of operation and maintenance costs to public agencies providing facilities.

Grant funds may not be used for the following: to supplant any state or local funds; for religious workshops or instruction; for any program or obligation not in compliance with 105 ILCS 5/ Article 13A; for matching funds required to receive assistance from other federal programs; for public transportation costs; for bad debts, contributions, donations, fines, penalties, entertainment, financing and refinancing operations; to pay attorney’s fees or costs of a party related to an action; rent for facility owned by the grantee; proposal preparation cost.

Regional Offices of Education (ROEs) and Chicago Public Schools (CPS) District 299 are eligible.

Not applicable - state funds.
Assistance Consideration
A base allocation of $30,000 is awarded per ROE and CPS. Remaining available funds are distributed based on a statutory multi-step weighted formula outlined in 105 ILCS 5/13A-8.
Post Assistance Requirements
The following are required: a) quarterly expenditure reports b) standard audit requirement as described in the agency's Certifications and Assurances, and Standard Terms of the Grant c) standard record retention of three years.
