The following apply: Title 34 Code of Federal Regulations (CFR), Parts 74- 81, also known as Education Department General Administrative Regulations (EDGAR); Circular A-133: Audits of States, Local Governments, and Non-Profit Organizations; Circular A-87: Cost Principles for State, Local and Indian Tribal Governments; state fiscal procedures.

This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.

Application and Award Processing
Eligible school districts submit applications online. The applications are processed through two levels of internal review with ongoing support and technical assistance from ISBE.
Assistance Consideration
The amount the State Education Agency distributes for each LEA's allocation is based on the number of 5 – 17 year olds (20%) and their number of low-income 5 – 17 year olds (80%).
Post Assistance Requirements
Submission of quarterly expenditure reports; A-133 audits, if applicable; monitoring by ISBE; and Sections 9302 and 9303 of the Elementary and Secondary Education Act (ESEA) required Consolidated State Performance Report are due each December and February.
