To provide participants federal reimbursement for a portion of the costs to provide milk to all children enrolled at a facility participating in the Special Milk Program that do not otherwise have access to milk through lunch or breakfast programs.

Uses and Restrictions
Funds are made available to schools and institutions to encourage the consumption of fluid milk by children. Disbursement to states is made on the basis of the number of half-pints of milk served to non-needy children, using a reimbursement rate specified by law. Milk served free to eligible needy children is reimbursed at the average cost of a half-pint of milk.
Eligibility Requirements
Public schools, nonpublic schools that are nonprofit and registered with the Illinois State Board of Education (ISBE), or residential child care institutions are eligible. Children who do not have access to other Child Nutrition Programs, but are enrolled in participating schools and institutions, may participate in this program.

Application and Award Processing
Sponsor applies annually through IWAS, using the web-based Illinois Nutrition System. If application is complete, including agreement to policy statement and permanent agreement, and sponsor remains in good standing through reviews, no further processing or review of application is needed.
Compliance reviews of participating schools shall focus on the reviewed school's compliance with the required certification, counting, and milk service procedures. School Food Authorities (SFAs) may appeal a denial of all or a part of the Claim for Reimbursement or withholding of payment arising from review activity conducted by the state agency.

Post Assistance Requirements
State agencies, schools, and institutions file monthly reports on program operations to claim reimbursement. Schools must submit final claims to the state agency no later than 60 days after the claiming month, and states must submit final program reports to the Food and Nutrition Service no later than 90 days after the claiming month. For each fiscal year, states must submit final grant close out reports to the Food and Nutrition Service not later than 120 days after the close of the fiscal year to which they pertain. No cash reports are required. No progress reports are required. No performance monitoring is required. Documentation related to the school-based child nutrition program must be maintained on file at the site or the SFA office for the current year, plus three years prior. In the case of an audit or investigation that extends beyond the three years plus current year, documents must be kept until the audit or investigation is completed. Documentation refers to any materials related to certification, verification, benefit issuance and claiming, including but not limited to, Household Eligibility Applications, verification letters to families, verification documents received from families, submitted menus, production records, and procurement.
