Objectives and Goals
All 5311 funds administered by the State support the maintenance of existing rural public transportation services and the expansion of those services. Funded projects include: Technical Assistance, Mobility Management, Program Coordination and Planning activities; Reimbursement of a portion of eligible operating and administrative expenses for general public transportation service in rural areas, coordination of specialized and general public transportation services in rural areas; Intercity bus operating assistance and capital, typically rolling stock, projects.

Uses and Restrictions
In Illinois the 5311 program delivers operating assistance funds to eligible sub-recipients for reimbursement of operating and administrative expenses in connection with the provision of general public transportation in rural areas. Projects for eligible sub-recipients also include: reimbursement for eligible operating and administrative expenses, planning, technical assistance, and the acquisition of public transportation service. Capital projects are limited to general public transportation rolling stock or limited facility work for eligible participants.
Eligibility Requirements
Eligible sub-recipients in Illinois as defined by Downstate Public Transportation Act include rural counties, and non-urban municipalities and rural mass transit districts outside of the area served by the RTA.

Application and Award Processing
An annual application is required and is due on April 1 each year.
Assistance Consideration
Quarterly progress, performance, compliance and financial reports are required. Annual reports are required including performance data, transit asset accounting reports and transit system financial information which will be compiled by the Department and reported to the National Transit Database. The grantee will be responsible for auditing the transit system and submitting audited financial statements for the grantee and operator after grant close out.

Local Match: The sub-recipients may use State of Illinois Downstate Operating Assistance Program (DOAP) funds as match for reimbursement of eligible Operating and Administrative expenses. The state will apply for a limited quantity of Transit Development Credits (TDC's) to be used as match only for capital rolling stock or facility grants. The eligible sub-recipients may apply to the state for use of these TDC's as match only on those eligible grants until the TDC's for the State's grant have all been assigned. If no TDC's remain in the State's grant with FTA, the sub-recipient will be required to provide their own local cash match. DOAP funds may not be used as local match on 5311 capital grants. TDC's may not be used as match on operating grants. In the event that the recipient draws down all available DOAP or utilizes all of their available TDC match, the recipient is responsible for providing and accounting for all required remaining match.
Post Assistance Requirements
5311 funding recipients are required to keep all grant records for 3 years after the final payment has been made.
