Short Description
Trade Mitigation Funds for Trade Mitigation Foods. This food is being distributed through the Emergency Food Assistance Program (TEFAP), which is the USDA's primary outlet for foods purchased through market support mechanisms. These foods are being provided to State agencies in addition to TEFAP entitlement and bonus foods. One hundred percent of these funds must be passed through by the State to their funded TEFAP Eligible Recipient Agencies (ERAs)

Objectives and Goals
Funds are provided to State agencies to pass through to local agencies to cover operational costs incurred at the local level in the operation of the program. Funds may only be used for approved operational expenses. States may choose sites that distribute to low-income households and/or congregate sites that provide prepared meals to the needy. Allowable costs include warehousing, food delivery, participant certification, and other administrative costs.

Public or private non-profit organizations, such as food banks, food pantries, and soup kitchens, which provide food assistance to low-income persons.

Operational funds are allocated among the States on the basis of a formula determined by the Secretary of Agriculture that takes into account the amount of Trade Mitigation Program food ordered by each State. One hundred percent of these funds must be passed down to eligible recipient agencies.
