Short Description
This project expands recovery home services for persons with OUD. Programs will be expected to house residents that are on any of the 3 approved forms of Medication Assisted Treatment (MAT).

Objectives and Goals
Successful applicants will propose expanding a current recovery home or establishing a new recovery home for persons with OUD who satisfy all of the diagnostic and other eligibility criteria required for admission to a recovery home, have a primary substance use diagnosis of opioids, are currently active in some form of Medication Assisted Treatment (MAT) (e.g. methadone maintenance, buprenorphine, or injectable naltrexone) for OUD, and have not received a recovery home service during the 30 days prior to admission to services under this grant award.

Eligibility Requirements
To be eligible to receive funding under this Notice of Funding Opportunity (NOFO), the applicant must be: • in good standing with all State and federal tax entities; • Certified and in good standing as a vendor with the Illinois Office of the Comptroller. In good standing with IDHS/SUPR which means that the applicant, if licensed, has demonstrated ability to meet all applicable requirements specified in Part 2060 as verified through any or all of the following: verbal interview; absence of IDHS license or funding sanctions; or site visit/inspection or post-payment audit determined to be in substantial compliance. An entity may not apply for a grant until the entity has registered and pre-qualified through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal. Registration and pre-qualification are required annually. During pre-qualification, verifications are performed including a check of federal SAM.gov Exclusion List and status on the Illinois Stop Payment List. The Grantee Portal alerts the entity alerts of “qualified” status or informs how to remediate a negative verification (e.g., inactive DUNS, not in good standing with the Secretary of State). Inclusion on the SAM.gov Exclusion List cannot be remediated.

Assistance Consideration
Each allotment is available for obligation and expenditure during the fiscal year it was allotted, through the end of the subsequent fiscal year for which the State is receiving the award. See the following for information on how assistance is awarded/released: Annual continuation awards will depend on the availability of funds.
Post Assistance Requirements
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. Grantee must keep complete records on the disposition of funds, and records related to the grant must be retained for 3 years.
