Short Description

Objectives and Goals
Grants for Statewide Training and Technical Assistance, High Quality Supports and Web-based services that provide training, technical assistance and high-quality supports to recipients of funding under the Early Childhood Block Grant and offer other professional development opportunities that include, but are not limited to, evidence-based program models, job-specific training, support for mental health consultation and research-based curricula, as applicable to the early childhood program offered (i.e., Preschool Education or Prevention Initiative). Web-based resources must be provided through an early learning website for parents, caregivers, teachers, program personnel and program leaders. They must offer evidence-based, reliable information on early childhood education focusing on standards-based instruction in a variety of formats. Web-based Early Childhood Asset Mapping System. The system shall relate early care and education site locations to other context, such as income and ethnic variables, in order to ensure that appropriate and fair allocations of early care and education resources.

Uses and Restrictions
Grant funds may be used for expenditures directly related to the grants for training, technical assistance and high quality supports and for web-based services. Institutions of Higher Education that receive a state award or federal pass-through award for a grant program administered by the Illinois State Board of Education will be restricted to a maximum indirect rate of 8% or other indirect cost rate calculated by their cognizant federal agency, whichever is less, pursuant to an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Eligibility Requirements
Regional Offices of Education, Intermediate Service Centers, Public school districts, public universities, public university laboratory schools approved by the Illinois State Board of Education (ISBE), charter schools, area vocational centers, and public or private not-for-profit or for-profit entities with experience pursuant to the RFP and demonstrated experience in early childhood learning and development, delivering professional development and developing web-based resources in Illinois.

Application and Award Processing
Eligible applicants may complete a proposal through a competitive Request for Proposals (RFP) process. A review committee evaluates the proposals according to the criteria in the RFP. Entities that are successful are awarded the grant for one year and are eligible to renew annually for two additional years through a continuation application. Renewals are subject to the availability of appropriations and substantial progress by the grantee.
Assistance Consideration
Post Assistance Requirements
Some grantees will complete cumulative expenditure and progress reports quarterly. A final completion report will be due by June 30 of each year.
