Short Description
The Illinois Department of Transportation State Safety Oversight (SSO) program fulfills the Federal Transit Administration (FTA) requirement for the states to oversee the safety and security of Rail Fixed Guideway Public Transportation Systems not regulated by the Federal Railroad Administration (FRA). The program is responsible for establishing and overseeing implementation of safety practices that reduce the likelihood of events that may lead to death, injury or property damage, and procedures to reduce intentional wrongful or criminal acts that occur on public transportation. These funds are used by IDOT only.

Objectives and Goals
To improve public transportation safety by assisting States with the financing of safety oversight of rail fixed guideway public transportation systems in the jurisdiction of the state not regulated by the Federal Railroad Administration. To provide funding needed to bring Illinois' State Safety Oversight Agency and State Safety Oversight Program into compliance with the MAP-21 requirements codified at 49 USC 53299e).

Uses and Restrictions
These funds may only be used by the Illinois Department of Transportation to fund State safety oversight program expenses. Funds are used for IDOT salaries, equipment, etc. Funds are never granted outside of the department.
Eligibility Requirements
Funding may only be used by States with a rail fixed guideway public transportation system within the jurisdiction of the State that is not subject to regulation by the Federal Railroad Administration; or a rail fixed guideway public transportation system in the engineering or construction phase of development within the jurisdiction of the State that will not be subject to regulation by the Federal Railroad Administration. Subrecipients must be public agencies that are eligible to become Federal Transit Administration recipients.
