Short Description
State of Illinois operating assistance funding awarded to eligible recipients, as defined in the Downstate Public Transportation Act (30 ILCS 740), outside of the RTA Region. Funds a portion of eligible operating expenses, as defined in The Act, at the least of: up to 65% of eligible operating expense, operating deficit or appropriation(contract amount).

Objectives and Goals
The Downstate Operating Assistance Program (DOAP), was established by the Illinois General Assembly to provide operating funds to assist in the development and operation of public transportation services in areas outside of the RTA region.

Uses and Restrictions
Provides reimbursement of up to 65% eligible operating and administrative expenses as defined under the Downstate Public Transportation Act and the Program Rules.

Funds the least of: up to 65% of eligible operating expense, operating deficit or appropriation(contract amount).
Eligibility Requirements
Requires approval of an annual operating assistance application which is solicited on March 1 of each year and a line item appropriation in the State budget enacted by the legislature and signed by the Governor.

Application and Award Processing
Applications are solicited and awarded annually on a state fiscal year basis.
Assistance Consideration
Local Match is required to pay for that portion of eligible expenses and ineligible expenses incurred under this program that are not funded by this grant. This award will also require adherence to all federal 5311 program requirements when the grantee is an eligible 5311 sub-recipient.
Post Assistance Requirements
Requires submittal of quarterly and year-end reports as well as an annual independent audit for grant settlement and close-out.
